City of Waldport Emails
 

Formal Grievance from the Confederated Tribe of the Siletz Indians
 

On August 12, 2025, Mayor Heide Lambert received a grievance against Waldport's city manager, Dann Cutter, via an email from Kurtis Barker, CEO of Confederated Tribe of the Siletz Indians (CTSI).  The email explained CTSI's concerns about Cutter's communications with them, and that they will no longer interact with Waldport's city manager.  They also shared a thread of email communications between Dann Cutter and CTSI (initiated by Dann Cutter).

Subsequent to the communications between Mr. Barker and Mayor Lambert, KYAQ journalist, Brian Bahouth, came into possession of the emails between Dann Cutter, CTSI, the Lincoln County Sheriff's Office, and others, which he used to inform his August 20, 2025 piece entitled Waldport: The Pressure Campaign to Charge a Beachcomber Days Official with a Crime.  At the end of his piece, Mr. Bahouth provided links to the email communications between Cutter and CTSI.

Justice for Waldport has reached out to Waldport's mayor, Heide Lambert, regarding this matter.  Mayor Lambert tells us she has, on several occasions, requested an Executive Session for the city council to deal with CTSI's formal complaint against the city manager. To no avail. 

At the end of the council meeting, on September 11, 2025, Councilor Woodruff read a statement from the mayor who was absent due to COVID.  The statement again requested an Executive Session to deal with this matter.  Councilor Woodruff stated the council would deal with that in the October meeting.

Justice for Waldport has made several written, public statements on Facebook specifically requesting, then demanding an immediate Executive Session to discuss and consider Dann Cutter's conduct with the CTSI.  We've also requested they hire an outside investigator to investigate the city manager in this case and numerous others.  We've chosen to use the Facebook platform because the city manager has a history of meddling with the council's communication.  In addition, the council has a history of ignoring and/or being nonresponsive to communications from the community.   
Finally, we want the public to know about our efforts.

It should be noted that the mayor denies ever requesting a "hearing" in this matter.  This is not how  municipal governments operate.
