The following digital images are of emails that are public record and available to anyone upon request to the associated Lincoln County entities. They are correspondence between Waldport City Manager, Dann Cutter, Lincoln County District Attorney, Jenna Wallace, Lincoln County Sheriff, Adam Shanks, and Lieutenant Karl Vertner (October 2024 thru July 2025).
We decided to share them since they are indicative of Waldport's city manager's professional overreach and disrespect. It is troubling that in these emails, Dann Cutter uses his role as Waldport's city manager to pressure the District Attorney and Sheriff to prosecute an individual, suggest what charges they should bring upon her, and hints at withholding the city of Waldport's annual contribution to the the LCSO if they do not follow through.
In addition, it appears Mr. Cutter's efforts are to convince the LCDA and LCSO of his narrative regarding the criminality of a community volunteer who in a sense become a "thorn in his side" when she and other members of the Board of Directors of a specific nonprofit organization refused to lie down and accept his manufactured take-down, regardless of his convincing the city council and others in the community that they are guilty of financial improprieties--something a Certified Public Accountant who specializes in Nonprofit audits and financial reviews completely disproved. No fraud. No financial improprieties. No crime.
Justice for Waldport is concerned about the city manager's conduct in these email exchanges. More importantly, we are concerned that the city council may have directed the city manager to reach out to the LCDA and LCSO in this manner, or at the very least lacked in providing oversight of the city manager's interactions with these agencies.
*Disclaimer: We suspect the documents that came into our possession do not include all of the communications Mr. Cutter has had with the LCDA an LCSO while in his role as city manager. What we have thus far consists of some of the communications that transpired. We may or may not receive more. If we do, we will add them to this webpage. On a few of the images, we left out the "signature block" because there was not room for it in the image. We also redacted the city manager's cell phone number.
